Boothe Transit Consulting (BTC) is led by President Jeff Boothe who has spent nearly forty years in the public transit industry. He is a recognized leader in the public transit as the Chair of the Capital Investment Grants Working Group (“Working Group”); and, serving on the American Public Transportation Association (APTA) Legislative and Policy, Planning and Program Development Committees. He advises local governments in developing funding strategies for highway, transit, commuter railroad and active transportation investments.
As Chair of the Capital Investment Grants Working Group, he has had a greater impact on the current Capital Investment Grants (“CIG’) project approval than any person not currently working at FTA or on Capitol Hill. Jeff has extensive project level experience working directly for transit agencies with projects in the New Starts and now CIG process. In his capacity as Chair of the Working Group, he played an instrumental role in working with the staff of the House Transportation and Infrastructure Committee and the Senate Banking Committee to achieve many important changes to the CIG program. He is also the author of the Capital Investment Grants Handbook which is a tool to help educate elected officials, Congressional staff and the public regarding the CIG program.
He combines deep knowledge of public transit; surface transportation policy; decades shaping federal laws, regulations and guidance that govern surface transportation; counseling clients on federal compliance issues; providing tactical guidance to clients seeking to secure project approvals from the Federal Transit Administration (FTA), funding from the Capital Investment Grants (CIG) project approval process and other federal surface transportation programs; and, a proven record of providing guidance to clients to successfully seek federal funding for transit capital projects with more than a dozen projects currently in revenue service and several current projects advancing through the CIG project approval process.
